The MISC Africa Database2

The trends and recommendations discussed in this chapter are based on data collected by the Mediating Intrastate Crises (MISC) project. MISC currently focuses on violent ethnic crises within African protracted intrastate conflicts from 1990-2005, identified using the Uppsala Conflict Data Program (UCDP) and the Minorities at Risk Project (MAR).3 Thus, we analyzed the subset of violent intrastate crises that are part of African protracted conflicts—mostly identified by UCDP—involving at least one MAR ethnic group as the non-state actor.4 All protracted conflicts in Africa that met these criteria experienced at least one crisis during the post-Cold War period (1990-2005).

Intrastate crises are better viewed as critical points at which the basic structure of relations between the state and its non-state adversaries is liable to be altered.

Table 9.1 presents a breakdown of the intrastate crises within each African protracted conflict. We also present the total number of crises experienced at the actor level. The government experiencing an intrastate crisis can have more than one non-state actor as its opponent, and actors (state and non-state) can be involved in multiple crises over the course of a protracted conflict. Hence, it is important to note the number of actors in all post-Cold War crises within each protracted conflict.
